I enclose copies of correspondence which I have received from one of our members.

Mr. Leng is a fairly new employee of the Hong Kong Government and is rather perturbed to learn that he is deemed by DSS to be liable for Class 1 contributions. The matter seems to hinge on the presumption that "the Government of Hong Kong has a place of business in Great Britain" and I wonder if a precedent is being established.

I would very much appreciate any advice you may be able to give me as to how to best assist Mr. Leng.
