from the way matters have been conducted in the past. Our channel of communication has always been with FCO who has then acted on our behalf. In our view, this arrangement should continue.
7. The second implication relates to the extent to which confidential information about our review exercise and HKG records should be passed directly to the PRO. Clearly they need some information but we would prefer to be passing it through LRD which is well placed to guage what is actually required by PRO and what ought to be withheld or communicated informally. I might add here that, although the information being sought in the attached letter can be readily made available to the PRO, the principle is still valid.

We are, of course, anxious not to upset our very good relationship with LRD nor to lose the evident goodwill shown us by PRO, which is why I am writing to you as the 'neutral party'. I should be most grateful if you would clarify the position for us and let us know with whom we should be dealing directly on this.
9. In the meantime, I have sent Nicholas Cox an acknowldgement and told him we are following up his request.
