The decision whether material should be removed or retained will be a matter for judgement. If the information is considered essential for carrying out government responsibilities and meeting obligations, including those under international conventions, up to and beyond 1997, arrangements will be made for the government concerned to be consulted.
In respect of the Australian inquiry and similar requests from other governments, we suggest that, without conveying the context in which the procedure will be implemented, the government should be assured that records relating to co-operation over sensitive matters and containing information provided in confidence will be dealt with before 1997 in an appropriate way. It should also be pointed out that, where necessary, they will be consulted.
