Hong Kong Businessmen in Shanghai

Over the weekend the Prime Minister saw the telegram reporting the difficulties facing the 2 Hong Kong businessmen working for Dow Chemicals in Shanghai. She thinks this is a very serious development and believes that the Foreign Secretary should consider being in touch with Mr Baker prior to protests by the British and American Ambassadors in Peking.

The Prime Minister has also said that she hopes that we can get the 2 businessmen concerned out to Hong Kong as soon as possible.

I should be grateful for urgent advice, if possible cleared with Mr Maude.
