HARASSMENT OF HONG KONG BUSINESSMEN IN SHANGHAI

28 9/11

Although I know you already have action in hand, I am writing now for the record about our conversation earlier this week.

The Prime Minister has learned that two Hong Kong businessmen who work for American-owned Dow Chemical (China) Limited in Shanghai have been questioned by the Chinese authorities, in connection with the activities of Dow employees during the June disturbances.

The Prime Minister considers that this is very serious indeed. She would like the Foreign Office to be in touch with Mr. Jim Baker in the States about this and also to protest to the MFA in Peking. Furthermore, she hopes that we can get the two concerned out to Hong Kong as soon as possible.

Yours sincerely
