all coordination of Hong Kong's four-point anti- drug effort encompassing enforcement, inter- national cooperation, treatment and rehabili- tation, and public education. ACAN is headed by the Commissioner for Narcotics.

The vast majority of addiction cases, 96 percent, involve heroin. Based on figures de- veloped by the Central Registry of Drug Abuse (CRDA), Hong Kong currently has some 42,771 known and active drug addicts, repre- senting 8.9 percent of the population aged 11 above. CRDA figures for the last five years indicate a downward trend in the number of newly-reported addicts. The government maintains three major treatment and rehabil- itation programs featuring mandatory treat- ment carried out by the Corrections Depart- ment, out-patient methadone maintenance under the Medical and Health Department, and a voluntary in-patient program conducted by the Society for the Aid and Rehabilitation of Drug Abusers (SARDA). Other, smaller scale treatment programs operated by various vol- unteer agencies complement this effort. For

1987, the last full year for which statistics are available, this entire network provided treat- ment to 15,815 addicts.

In March, 1988, the Hong Kong Christian Service, operating with government funding dedicated over a three-year period, began a pilot project offering counselling and treat- ment to abusers of so-called “soft” drugs, in- cluding cannabis and Mandrax. Although the project was developed mainly for the treat- ment of minors, adults have participated at a greater rate, leading project administrators to suspect that addiction to these drugs within the older population might be more extensive than originally thought.

The government also conducts a multi- media program of preventive education and publicity about the harmful effects of narcotics drugs. Efforts are directed mainly towards Hong Kong youth, and feature district cam- paigns, school visits, and other outreach pro- grams at the grassroots levels.
