the translation, printing and distribution of any communiqué

agreed by Ministers;

b) issuing invitations to the Member States, countries, territories,

specialized agencies and intergovernmental organizations specifiecd

in Appendix 1;

(c) arranging for necessary visas to be issued expeditiously and without

charge to participants invited by the Government of the United

Kingdom or by the Secretary-General of the United Nations Organization;]

(d) the provision of financial support to Ministers from those Least

Developed Countries which are significantly affected by the problems

of drug misuse and illicit drug trafficking where it would not otherwise be possible for the Minister to participate in the Summit).

The Secretary-General of the United Nations Organization will be

responsible for:

issuing invitations to the Member States of the United Nations,

countries and territories, specialized agencies, inter-governmental

and non-governmental organizations listed in Appendix 2; and

making available to the Government of the United Kingdom on terms to

be mutually agreed the services of a team of interpreters (and the

services of the United Nations Information Services in preparing daily press releases.]

7. The conduct of the Summit shall so far as practical and relevant be in

accordance with the Rules of Procedures of the General Assembly of the United

Nations Organization.
