REPORT
On Tuesday, September 27th 1988, I, Antonius Arnoldus Cornelius Jozef Schalks, Chief Inspector of the National Criminal Intelligence Service, Department of Narcotics, in The Hague,
heard at the Head Office of the Police in Luxemburg, detained:

LEUNG Nang Kay, born in Hong Kong on July 9th 1961, Hong Kong, Chun Weh Tchen Y Caveh Cheng Yeung House. After I had told him that he was not obliged to answer, he declared the following:
"In February 1988 I was arrested by the police at the airport of Luxemburg together with my friend.
My friend is named Tze Kwok Tai.
While travelling into Luxemburg we were each in possession of a suitcase containing a few kilo's of heroin. Later I heard that it was a quantity of around 7,5 kg.
Earlier I already made a statement to the police here. Now I want to make a statement to you.
Around one year ago, I came to know a man in Hong Kong, named Wong Lap Pong. I became acquainted to him in a restaurant where I often came to drink tea. Wong Lap Pong worked in that restaurant. The name of that restaurant is "HOLYWOOD".

After some time we became friends. I needed money. He asked me if I was willing to take heroin to Europe. According to him I earn a lot of money doing this. He said that he had already such a heroin transportation several times before. When he me this, he showed me his passport. I saw that this passport full of stamps, so I supposed he spoke the truth. I said to Lap Pong that I was willing to take heroin to Europe. He said that I would receive 1600 US Dollar for each transportation. After I had agreed to be willing to do a transportation, Wong Lap Pong arranged for me to receive a passport. Later him and me met two other people who were involved in narcotic trading. I came to know them as being a certain TONY and a certain TAI LAP MAK. The only thing I can tell you concerning these people is that TAI LAP MAK vas the boss.. He is a Hong Kong Chinese with
birthmark(mole) next to his nose.
Later on, Wong Lap Pong told me that Tony was the contactman Europe and that Tai Lap Mak was the boss.

I heard from Wong Lap Pong that I had to wait a leaving for Europe, because first there still had contact with the people who had to receive the heroin. At the end of 1987 Wong Lap Pong asked me if I was prepared to go to Europe at that moment to take away a quantity of heroin.
At that moment I had lost my passport. I told him that I couldn't go
because of that reason. He asked me if `I didn't know anybody
