However it did not have a money laundering provision, nor a provision for restraint of assets. These would be added by Parliament in early 1990. Ms Weisman was keen on an agreement and would forward the amended legislation once it had been enacted.

Next 3 months

(a) Mr White said that we had instructed our Ambassador in Stockholm to sign the agreement with Sweden. No date had yet been fixed.

(b) Mr Hawkins said we had just received Italian amendments to our June text. They appeared to be very minor. Mr White thought it should be possible to sign the agreement early in the New Year. Mr Hawkins noted the importance of having at least one agreement ready for signature at April Demand Reduction Conference in London.

(c) Mr Cooney asked about Hong Kong. Mr Hawkins said that we had just sent a reminder. Hong Kong were still considering the format of an agreement.

4. Negotiation Programme

(a) Mr White said that the visit to Mexico was scheduled for 21-22 November. The negotiations would be difficult as the Mexicans wanted a general agreement and not just one limited to confiscation. It was agreed that we needed to be careful not to end up with a general text that had no teeth.

(b) Mr Jones said he was interested to read that the US Embassy had told our Ambassador that they considered Uruguay to be a significant money laundering centre and possibly the next Panama.

(c) Mr White said that a second visit to Germany was set for 23-24 November. Mr Vallance said the Germans did not have compatible legislation, but could offer some help. We were looking at putting together an MOU.

(d) Mr White said the second round of US/UK MLAT talks would take place next week. The MLAT would subsume the UK/US
