1. We wish to see the participation in the Conference of those of our dependent territories affected by the drugs problem. participants will form part of the UK Delegation under

arrangements similar to those of the London AIDS Conference.

For reasons of space, each dependent territory will be limited

to one representative only. You will need to consult your local governments as to who would be the most appropriate representative but, given the importance we attach to this high Level conference, we hope that in territories where there is a Local Minister with specific responsibility for drugs, he would be nominated to attend.
