4. Work beyond the next Quarter

The

a) Mr White suggested that the meeting should take stock of the plan of action for 1989. The target of concluding 7 new agreements in 1989 was realistic, and the candidate countries were still valid. We should aim to bring agreements already signed into force as soon as possible. We should begin looking at the steps necessary to maintain the pipeline of countries being approached. He suggested that a particularly difficult area was Latin America. meeting then discussed what steps might be taken to foster Our approch there. None of the countries we have been in contact with have legislation in place sufficient for us sign an agreement. We should nevertheless continue to use every opportunity to influence opinion in Latin America in favour of our approach. It was agreed that we should do a stocktake of countries in the area to review what legislation they have, and what is known about their intentions and policies to combat drug trafficking. Mr Edwards said there was useful material in the papers for the UN Convention meeting. Mr Potts, Mr Edwards, and Mr Street undertook to draft a paper. We might thereafter see if it was possible to target one country for a major effort to secure a workable bilateral agreement. We would need to consult others' active in the field (and in the US). Mr White suggested that the FCO should in the meantime approach ECLA to see what if any interest/influence it might have in fighting money laundering.

5. Any other business

a) Mr White raised the issue of Asset Sharing and asked where matters stood. Mr Potts and Mr Cogbill explained that the Treasury had not yet responded to ideas put to them by the Home Office. Matters currently lie with the Treasury.

Mr Wesley mentioned that India had passed new legislation. This is currently being studied by legal advisers and Home office.

c) Mr Welch reported that NDIU had produced the paper on money laundering which the last meeting had requested. would be circulated to regular attenders of the group.
