The practical arrangements set out in both Annexes A
and B include certain procedural sceps which have not yet been
discussed between the two sides:
(a) Notification of requests
We suggest that the most efficient channel for
the routine notification Of cases, (whether
requests by or to Hong Kong) would be for the
CE to inform the Minister of Foreign Affairs
through the representative office of the Hong
Kong SAR Government in Peking.
(b)
Authority for views and Instructions
We bel
belive that the CPG's views
the CPG's views or instructions
should be given by a person of appropriate rank
vis-a-vis the CE.
That person should be
