1. I attach Hong Kong telno 1793, the latest in the long-running discussions of Hong Kong's draft paper on extradition. I believe you already have a copy of the paper itself. The telegram answers a couple of queries which we raised, and makes a few minor amendments.

I would be grateful for any final comments you may have on this telegram or on the paper before we pass it on to the Chinese.
