The work of preparing local legislation to replace Acts of Parliament applied to Hong Kong including the Fugitive Offenders Act 1967 is being dertaken. Such legislation will remain in forde, after the establishment of the Hong Kong Special Administrative Region, on 1 July 1997, in accordance with the Joint Declaration. The safeguards embodied in, thi local legislation will apply to prisoners in
prisons after 1 July 1997 who have been returned to Hong Kong from abroad.
