(Article XVII). The Requesting Party must guarantee the safety and personal liberty of any person, including a person in custody, who travels to the Requesting Party to give evidence. No person can be forced against his will to travel to the Requesting Party as a witness,

a witness, nor may

his evidence provide the basis for any

prosecution, except perjury, against him, nor will he be

liable to any penalty or coercive measure because he

refuses (Articles XV and XVII). Similarly, no penalty or coercive measure may be imposed upon any person who fails to comply with any notification sent from

Mutual Legal Assistance agreements the draft at Annex A provides for

the establishment of a Central Authority in each participating Party (Article II). The Central Authority will serve as a focal point for the transmission and receipt of all requests for assistance and. particularly, will check all incoming requests to ensure that they are admissible under the agreement. In Hong Kong, it is suggested that the Attorney General should be the Central Authority. It is envisaged that requests for assistance shall include (Article V):
