1. Lord Glenarthur has considered Mr Paul's submission of 18 January, together with Mr McLaren's comments. As Mr McLaren says, this question was discussed during Lord Glenarthur's recent visit to Hong Kong.
2. It is clear that the Governor is in a difficult position over this particularly atrocious case. Lord Glenarthur considers that the clear course of action is to confirm to the Governor that our position on this issue remains unchanged, in order that the Governor can make such use of this fact as he needs to in Hong Kong. Lord Glenarthur therefore endorses Mr McLaren's comments, and the recommendation.
