They proposed that provisions should be inserted in the Basic Law to restrict the powers of the SAR courts in interpreting the Basic Law.
This was to prevent local courts from departing from the "one country, two systems" principle when interpreting the Basic Law.
The document said that the design for the post-1997 political structure should conform with the principles of a gradual approach and balanced participation. It should be built on the basis of one country, two systems", and must prevent the emergence of an SAR Government which would antagonise the central government.
They recommended that provisions in four areas be written into the Basic Law. First, HK must not be used as a base for subverting the socialist system in China. Second, HK should be prohibited from overthrowing the Chinese Government. Third, foreign countries should not be allowed to grossly interfere with the Internal affairs of China, including HK. Fourth, Chinese nationals in HK must safeguard the interests and dignity of China.
Some papers quoted Ms Liu as describing the recommendations as reasonable. She said that these new proposals helped shatter the fantasies of some people and clarify the contents of the policy of "one country, two systems".

HK drafter Lia Yiu-chu said that she would propose in the forthcoming BLDC meeting that new provisions should be inserted in the Basic Law to prevent HK's capitalist system from being meddled withi At the same time, she would suggest that HK be prevented from being! used as a base for subverting the socialist system in China, the papers reported.
