development of Hong Kong's political system under the premise, of

recovering sovereignty, the most important thing is to ensure the

stability and prosperity of Hong Kong. Therefore the political

system in Hong Kong must be designed in a way that it evolves steadily

and gradually and that the interests of various sectors are taken

into account and people from all walks of life are allowed due

participation. Otherwise, social stability would not be ensured.

: Some people are worried that the bicameral system will lead to

social divisiveness and low efficiency. What do you think of this?

A: The first model that comes up after the June 4 incident is the

Onelco consensus model. In our view, this is basically the... ç190 model

in its original form. We cannot accept that because the pace is too

fast. Then comes the bicameral system. We think this model has its

own merits. Firstly, elections by both functional constituencies and

geographical constituencies are retained for a considerable

period of time.

Secondly, separate counting of votes has its

advantages. Through separate counting of votes, monopoly of the

Council by a certain sector or a certain political force, which will

result in the lack of protection for the interests of another sector,

can be avoided. Of course it has its problems too. For example,

what happens if approval from either chamber is not forthcoming?
