The Central People's Government stresses on the one hand that it will

not change its policy on Hong Kong, and yet on the other hand, it

considers adding certain clauses into the Basic Law. Isn't there

some contradiction here?

A: We won't change, and we haven't changed. I did not agree in the

past to let Hong Kong become an anti-communist base, nor did I agree

to let foreigners have a hand in its politics. This is what our

policy has never allowed. As regards "internationalization", it

should be different in respect of politics and economy

From the

economic point of view, Hong Kong is an international city, and it

has always been so. Yet, as far as politics is concerned, we cannot

allow foreigners to have a hand, because it will directly do harm

some

to our sovereignty. Today reporters suggested to me that it would

only be natural for he who had an economic interest (in Hong Kong)

to want to take part in (its) politics. I replied that it would not

do at all. Then, how could foreign countries protect their economic

interests in Hong Kong? That will depend on the laws of Hong Kong

and not political intervention.

That is why we have never allowed either of the two

issues : one is (using Hong Kong as a) base for subversion, and the

other is internationalization. Now that such issues are raised, it

is because someone has projected them to threaten our national

security, to do harm to our sovereignty, so we must make these

issues very clear.

What Does "Base for Subversion" Mean'?
