Lord Glenarthur has considered your submission of

2 February, together with Mr McLaren's helpful comments.

2 Like Mr McLaren, Lord Glenarthur's preference would have been to ban the film. But he recognises that this is not on. He also agrees with Mr McLaren that we should do all we can to play for time if there is any question of spinning things out until after Zhou Nan's forthcoming visit. If not, then he agrees we should take this one on the chin now.

3. The telegram, as amended by Mr McLaren, can now issue.
