Do you have any idea as to whom we should get in touch with?

I intend to ask HK to write/phone/fax the enquiries to the officer in charge directly. It would surely of great help if your department can let the officer know first. My only worry is without your department's support, HK's request may not be met for such documents may be of a restricted nature.

As the request is rather urgent, I should be grateful if you would give us your advice at your earliest convenience.
