YOUR TELNO 3256: BBC WORLD SERVICE RELAY IN HONG KONG

BBC have asked the Secretary of State whether he would
take part in a live 1 hour QUOTE phone in UNQUOTE on 7 January,
presented by their Diplomatic Correspondent Mark Brayne and
covering a wide range of foreign affairs topics with a special
emphasis on the Far East, to QUOTE celebrate UNQUOTE the
introduction of the 24 hour service. As an alternative they
offered an interview at the same time with Mark Brayne. Before
we make recommendations to the Secretary of State, grateful for
your advice on the following point.

In para 5 of your telno 1345 of 11 January 1989 you said
you proposed to keep the introduction of the 24 hour service low
key, and your telno 3256 sets out your plan for a QUOTE LOW
profile presentation UNQUOTE. Grateful for your updated account of the reasons for a low key approach, and whether you think the 25 BBC's proposal would interfere with such an approach. Our first 26 reaction is that an interview with Mark Brayne - but probably not
27 a phone in- - would be useful at the time proposed.
