11.
The licence should be subject to revocation by
the Governor in Council:-
(a) when the Governor in Council considers that
there may be cause for revoking, and orders the
Broadcasting Authority to conduct an inquiry and submit recommendations relating thereto and after considering such recommendations and any
other matters sees fit to revoke the licence; or
(b)

if the licensee fails to pay royalty or financial penalty as required; or
if having regard to the number of occasions on
which the licensee has contravened the
provisions of the Telecommunication Ordinance,
any other relevant Ordinance, regulations,
licence conditions, Codes of Practice, or directions applicable to the licensee, or the
number of financial penalties that have been imposed on the licensee, he is satisfied that
the licence should be revoked; or
if the licensee goes into liquidation
