The licensee should be given the right to establish and operate a commercial radio broadcasting service comprising two transmissions in Chinese and one in English, as well as the transmitting facilities and telecommunication services ancilliary thereto as the Telecommunications Authority may authorize.

The licensee should also be given the right to establish and operate a broadcast receiving station.
4.
The licensee should be prohibited transmitting any form of visual message.

The licence should be non-exclusive.

The licensee should be allowed to introduce
radio data transmission systems in the new licensing period, with the prior approval of the
Authority and
subject to
Broadcasting
any conditions which it may
stipulate.
