1.
Fundamental principles of broadcasting should
be set down and included in the new licence for the
commercial radio broadcaster, as follows.

(1) The radio frequency spectrum is the property of
the community.
(2) The radio frequency spectrum being a natural and limited asset should be properly used in the best interest of the whole community.
(3) Regulation of the use of the radio frequency
spectrum is both necessary and justified . because radio programmes go freely into almost every home,
unlike print
and
because
journalism, broadcasts are readily understood by children and adults alike.
(4) It should be the duty of the licensee
(a)
(b)
to entertain, to inform and to educate;
to ensure that its programming is balanced in content and provides an adequate and comprehensive service which is responsive to the diverse needs and aspirations of
the community; and
