THE JIMMY YOUNG PROGRAMME : REQUEST FOR AN INTERVIEW

Problem

1. The Jimmy Young programme have invited the Secretary of State to appear in the week of 6 November to explain Government policy towards Hong Kong.

Recommendation

2. I recommend that the Secretary of State look favourably on this

proposition, subject to further discussion about timing and subject matter, and subject too to progress on the nationality and mandatory

repatriation packages.

Background

3. The Jimmy Young programme will be broadcasting live from Hong

Kong on 2 and 3 November, a week before the Prince and Princess of Wales begin their official visit. The programme intend to seek the views of a representative cross-section of Hong Kong residents on

the future of the colony and what is likely to occur after 1997.

They will also be looking at the plight of the Vietnamese Boat

People and how the issue of repatriation might be resolved. Once

the programme returns to the UK on 6 November, they would like to offer the Secretary of State an opportunity to appear on the programme to explain government policy towards the colony. The interview would last around 15 to 20 minutes and so give him a

useful amount of time to discuss the issues raised during their
