Thank you for your minute of 27 September. We are still checking the contents, but one point which does occur to me is that there is only one fleeting reference to the Hong Kong Academy for Performing Arts. This is surprising in view of the amount there is on education and the arts. To allow time for consultation with Hong Kong, I now suggest the following as a new beginning for the third paragraph on page 219 -

2. "In the field of culture, the Hong Kong Academy for Performing Arts recently had its second full graduation of some ninety students in the fields of Dance, Drama, Music and the Technical Arts.
