THE PROBLEM
in
Following the meeting of the Council on 18 July 1989 the Administration opened negotiations with Hong Kong Cable Communications Ltd (HKCC) and Hutchison CableVision (HCV) over the conditions necessary for the award of licences to operate a cable television (CTV) service Hong Kong. The results of the negotiations are recorded in this memorandum: it is now necessary to select the successful bidder.

RECOMMENDATION AND ADVICE SOUGHT

It is recommended that the offer of HKCC be accepted and the offer of HCV be rejected.

Members will be asked to advise whether this recommendation should be accepted.
BACKGROUND AND ARGUMENT Background

After considering memorandum XCC (89)99 (at Annex A) on 18 July 1989, Members ADVISED and the Governor ORDERED, inter alia, that
(a)
negotiations
should
be
opened concurrent ly with Hutchison CableVision Ltd (HCV) and Hong Kong Cable Communications Ltd (HKCC) with a
(HKCC) with a view to obtaining their agreement
to improve a
