The Postmaster General has drafted a set of technical specifications for the cable network and cable broadcasts.
Legislation

On the basis of the procedure proposed in paras. 5 to 10, legislation will be prepared with a view to introduction in the session of the Legislative Council starting 14 October 1988. Before proposals for CTV are invited, it will be necessary to spell out those prescribed conditions we intend to be covered in the legislation or licence conditions.
Timetable for Submission of Proposals and Granting of a Licence:

agreement to the principles, it is proposed to invite the BA to undertake an enquiry as soon as possible, and to decide upon the terms of the invitation to put forward proposals. The proposed timetable is as follows -
