The main aspects of the relationship between the new RTHK and the Broadcasting Authority (BA) are as follows -

When this issue was discussed on 25 November 1986 Members considered that the RTHK Board of Governors should be made up of nine members, comprising eight non-officials and one public officer who should not be the Secretary holding policy responsibilities for broadcasting. We suggest that under the arrangements now proposed all of the members should be non-officials, since there is no particular role that an official member could be expected to
