Turning to the reasons for you being in Paris here, you have

seen the Chinese Foreign Minister and you have agreed to resum talks on Hong Kong, but why are we resuming these contacts when the Buropean Community said there should be no high-level contacts with

China for the mount?

FOREIGN SECRETARY:

Let me say at the outset that over the last few months there

is absolutely no doubt that events in China in the early part of

June damaged confidence in Hong Kong a lot. 1 care very much about

the future of Hong Kong and I think at this stage it is now time to

continue to talk again to the Chiness, to see to what extent we can

remove the uncertainties and concerns that are at present bothering

Hong Kong. With that in mind, I think it is time for the Joint

Liaison Group to meet again. I have agreed that they will do that

in Beptember; I have agreed there will be a further meeting before

the turn of the year, probably in Peking.
