We have received a bid from ABC TV for the Secretary of State to

appear live on "Good Morning America" on Thursday 6 July. The topic would be Hong Kong and he would be interviewed by Charles Gibson on

the satellite link. The Secretary of State would need to be in the

ABC London studios from 1200-1230.

2. I recommend that the Secretary of State agrees to this request.

The Government's policy on Hong Kong is not widely understood in the

United States and the Secretary of State himself has expressed

concern about this. "Good Morning America" is a number one spot in

the US morning schedules and would provide the Secretary of State

with an excellent opportunity to get across the Government's policy.

The Embassy in Washington support this proposal.
