The factors differentiating the telecommunications bids relate to:

the services offered and the market for the services, which affects the revenue generated.

the network configuration.

the expected financial performance of the services.

Services on Offer

Although both HKCC and HCV are expecting to be able to compete fully in local telecommunications after 1995, HCV appears more aggressive in challenging the boundaries of existing franchises prior to 1995.

Figure I-10 compares the services on offer between HKCC and HCV. HKCC intends to keep well within the limits of existing franchises prior to 1995, and then intends to introduce services after 1995 which will compete with HKTel in switched voice and in providing the local access to international circuits, to share in international call revenues with CWHK.
