C. OVERALL SUMMARY

Cable TV

Based on the proposals in their most recent form, either HKCC or HCV could provide Hong Kong with cable TV services which will meet the Government's objective to increase the availability of high quality TV-based entertainment, enlightenment and education. In the context of the economic and social infrastructure of Hong Kong, the cable TV services being proposed by HKCC and HCV are 'state-of-the-art' and will compare favourably with the most advanced and comprehensive systems installed elsewhere:

Both the HKCC and HCV consortia include financially strong organisations with the relevant mix of programming and technological skills, and knowledge of the local environment.

Both bidders are proposing attractive programme line-ups which will meet the Hong Kong market's preference for Cantonese programmes. We evaluated programming largely from the point of view of its ability to attract subscribers and generate forecasted revenues. In general, HCV's programming line-up is stronger and more attractive than HKCC's; it will appeal more to Hong Kong subscribers, especially in the earlier years. It therefore is more likely to obtain for the system its projected level of penetration and revenue. However, HKCC has improved its line-up substantially since the start of this evaluation. HCV's programme planning and production department organisation appears significantly stronger.

Both bidders proposed advanced hybrid fibre optic/coaxial cable technology which will meet the present and future needs for TV channel capacity. HCV makes some special adjustments in its use of technology in order to be able to deliver a direct-to-TV set connection Economy Service. Although both HKCC and HCV propose acceptable picture quality, HCV's adjustments may result in some degradation of picture quality compared to HKCC. Both networks are totally independent of the HKTel network.

Both bidders provide sound financial estimates and both sets of estimates indicate that the projects would remain financially sound in the event of reasonable adverse variations from plan.

Both bids describe implementation programmes

which are generally achievable but HCV has gone into considerably greater detail in its programming and network planning which should enable HCV to achieve more easily its implementation targets.
