Financial and Staffing Implications

Proceeding along the lines set out in this paper will not give rise to any new staffing or financial implications at the present stage.

The issue of licences for CTV will result in revenue both from royalty payments and from the licence fees.

The Commissioner for Television and Entertainment Licensing will eventually require additional staff and equipment to monitor the cable broadcasts effectively. Details of staffing and equipment costs are being assessed at present and will be presented to Members in a later submission.
Public Reaction

The English and the financial press media have given a considerable coverage co the progress of CTV proposals, encouraged by the publicity efforts of the main contenders for the licence. The public at large is interested in the final product, but not the details and there has been some comment that a decision to go ahead is overdue. When the timetable for introduction of CTV is known, there is expected to be public interest in the level of charges, programme variety and standards. There may be criticisms of the additional delay due to international tendering.

It is proposed that the intention to call for proposals for the provision of CTV in September 1988 and the proposals concerning ownership and corporate structure of the future CTV operator be publicised so as to allow
allow interested parties to organize themselves in time.
