9.4 We consider that more value should be given to the programme channels offered in the basic package of each bidder, because those offerings are available to all subscribers at a relatively low cost. They will therefore form the bread-and- butter of the licensee's revenue. Enhanced packages should be regarded as secondary.

9.5 On analysis of the proposals by HKCC and HCV, we considered that a larger proportion of the offerings of HKCC duplicated the type of programming now seen on ATV and TVB (World News, Entertainment and Drama Theatre). In addition, one programme, Story Time, was a semi-text service with relatively low production value. We therefore concluded that in this category, HCV offered a better variety of programming in the basic package with high production value. HCV's Cityvision, Sportscene, Music Plus and Senior/Junior are, in our view, significant offerings providing more variety than is in general available at present.
