INFORMATION THEMES: BULL POINTS

In case you have not come across this exercise yet, may I explain that it entails our sending to posts overseas a monthly collection of "bull points" papers on ongoing foreign policy and domestic issues (there are currently eleven). The aim is to provide Heads of Mission and their teams with a cusp, regularly updated, distillation of arguments which will enable them to put over the case for HMG's policies on the range of issues covered and which they can use in preparing speeches and interviews, answering letters, and so on. The exercise is monitored by Information Department, News Department and Policy Planning Staff.

Hong Kong has been on the list of themes since we started the exercise in March. At our last planning meeting it was decided we should broaden the title of this Section, to include China. should be grateful, therefore, if you could let me have a contribution on China and on relations with her, which can be linked with Rosalind Marsden's piece on Hong Kong. You may think it useful to divide your text into short term and long term points. The deadline for the July issue is 5 July. I attach a copy of the June paper on Hong Kong, so that you can see the format we are using.
