Thank you for your letter of 9 June to Ian Whitehead, News Department, enclosing a copy of an editorial from the "New York Times" of 9 June highly critical of our policy on Hong Kong.
We agree that you should ask for a reply, however you may judge that the moment for such action has already passed. I regret that HKD have been heavily loaded in recent weeks and drafting replies to the many critical articles that have appeared in the press has slipped well down the list of priorities. Hence I am faxing this letter to you together with a draft reply (originals follow by bag) which we are happy for you to edit and submit as you think best.
2. I have also seen Francis Cornish's letter of 13 June to Ian Whitehead. The constraints mentioned above may still apply when he comes to ask for assistance (his para 3), but I hope we will in any case be able to provide this in good time. It is important that the critical band wagon is not permitted to gain momentum wholly unchecked.
