Please refer to my letter of 9 June suggesting that we should respond to this editorial with an op-ed. letter of 27 June I sent you the piece by A. M. Rosenthal which, though not as contentious as the editorial, was still highly critical of our policies.

Today, I enclose a letter to the editor from a Donald Chang commending the editorial. So far, our side of the case has gone unaired in the New York Times, although I have personally been sending ministerial statements on Hong Kong to one of the (British) editorial writers at the Times. I enclose the policy statement we put out on Lord Glenarthur's speech in The Lords last week.
Is there any chance of getting an op-ed from the Secretary of State?
