PRESENTATION OF BRITISH POLICIES IN HONG KONG

1. Given that the problems of Hong Kong in media terms are never going to go away as we approach 1997, I welcome the positive reaction of the Governor, in his teleletter of 21 June, to the
points you put to him the previous day.

What we need I believe is someone in Hong Kong with a role akin to that of our press and information officers in Washington, New York or Brussels. We need someone who can liaise closely with News
Department so as:
(a) to give London advice on the media opportunities and
pitfalls;
(b) to multiply locally the impact of policy and news
statements outside Hong Kong;
(c) to build up a network of journalists, editors, academics and other media multipliers to whom we can talk intelligently and increasingly confidently about the reasoning behind British
policies;
(d) to provide feed-backs on the way HMG's policies and positions are being treated by the press and media and to advise on our public presentation tactics.
