As we discussed I attach an Op-Ed by a Frank Ching in today's Wall Street Journal. It is highly critical of our policy towards citizenship rights of Hong Kong nationals. It appeared in the Asian edition yesterday and will almost certainly be run in the European edition. Somebody in Hong Kong needs to set Ching right on all this.

2. Both Francis Cornish and I feel that Lord Glenarthur should respond. I have discussed this with Melanie Kirkpatrick at the Wall Street Journal but she tells me that it is not the Journal's policy to take Op-Eds in response to Op-Eds (the Foreign Secretary's reply of 22 January to the editorial, "Maggie's Honor" was somewhat of an exception). However, the Journal would be happy to have a 500-word letter from the Minister to the Editor. While they cannot give us a guarantee to print it, Ms Kirkpatrick was confident that they would if it could be received in the next few days. I should be grateful if you could take this up with Hong Kong Department. My minute of 7 April (copied to Andrew Burns and Alan Paul) about a possible speech by the Foreign Secretary on Hong Kong attached recent examples of negative press comment.
