1. The Secretary of State has agreed to contribute are article on

Hong Kong for the July edition of The Parliamentarian, the journal

of the Commonwealth Parliamentary Association (CPA).

2.

The CPA suggested that the article might deal with the

governmental and human rights provisions being written into the

Basic Law, including provisions for those who wish to leave the

territory, the consultative process, progress towards

democratisation of the Legislative Council prior to 1997, and

safeguards for the Hong Kong way of life. I submit a draft article

which covers these points. Since Martin Lee is likely to be one of

the other contributors, the article seeks to tackle some of the

negative and critical views of Hong Kong's future and Government

policy towards Hong Kong which have recently become prevalent in the

press.

The CPA have asked for the Article by 5 May, but have told us

informally that this is not an absolute deadline, and that they in

fact need to have the article by 12 May at the latest, although they

would obviously prefer to receive it earlier if possible.
