I believe that you hold the initial correspondence with Mr

Charles Hargrove of the above publication. You will recall that the Secretary of State agreed to offer a signed article. I attach

Mr Hargrove's subsequent, rather ambitious, "commissioning letter". I have tried my hand at a first draft for the article and attach the result. I should be grateful for any comments on its content,

structure or style. I am aiming to get the draft into the Secretary of State's box on Friday and would therefore be grateful for any

comments by close of play on Thursday 30 March.
