1. Thank you for sending us a copy of your draft article.

2. The theme of freedom and common sense' is a good one in the

context of Hong Kong. But there are one or two other points which it would also be useful to get across. I have therefore suggested a slightly expanded version of the passage on Hong Kong which includes these points without, I hope, distorting the overall structure.
