1. Thank you for your minute of 28 March covering a first draft of the Secretary of State's article for "Revue des Deux Mondes".

The ECDs have the following comments:

paragraph 2: omit the reference to EC finances. Something on the improvement in US/Soviet relations or conflict in the third world (possibly the end of the Iran/Iraq war or movement on Cambodia) would be better in this context;

paragraph 5: we agree with Mr Ramsden (his minute of 29 March) that there might be a reference to France in this section. An alternative to his proposal would be to begin paragraph 5: "There can be little doubt that the UK today, like France, is not only

paragraph 9: fourth line: for "concept" read "vision";
