Themes: Update
1.
We agreed that Information Department would commission updated "Bull Points" in accordance with the attached list. Drafts to reach Miss Hunt by 6 April, with nil returns if there are no changes at all to make to the March issue. All passages that have been changed or that are new should be sidelined.

Hong Kong
2.
Information Department will ask Hong Kong Department to expand their paper in the light of the statements to the House of Commons Foreign Affairs Committee (FAC) on Hong Kong by the Secretary of State and the Governor and to draw on the information pack prepared for the domestic market. Information Department will ensure that COI transcripts of the statements to the FAC are issued quickly. News Department are in touch with the BBC World Service about the FAC hearings.
UK Civil Liberties
3.
We agreed that the Bull Points should not be extended to cover the Satanic Verses affair but that the background list of material should draw attention to relevant guidances and verbatims.
Defence
4. For the 40th anniversary of NATO in May we agreed that Planning Staff and News Department should pursue the possibility of the Secretary of State making a joint statement with the Defence Secretary, to be issued on the anniversary date or at their photocall.
