When Joint Declaration was signed, there were no elected members of LegCo: now 26 members are indirectly elected.

In 1991, 10 directly elected seats will be introduced.

Scope for further development before 1997: draft Basic Law

provides for this.

Draft Basic Law enshrines principle of universal suffrage: clear prospect of fully elected legislature and directly elected Chief Executive after 1997.
