IMPLEMENTATION OF JOINT DECLARATION
Joint Declaration remains the constant point of reference in all
our discussions with the Chinese. Not relegated to history as some have suggested.
Everything which we have so far agreed with the Chinese about
Hong Kong's future is fully consistent with provisions of Joint
Declaration.
Sino-British Joint Liaison Group has made steady progress in implementing the Joint Declaration: has reached agreement on some
26 items of business. Has met 11 times in plenary session (twelfth
meeting now in progress). 28 meetings at expert level have taken
place.
Achievements include: agreement on Hong Kong's participation as
separate contracting party to the GATT; Hong Kong's participation in
over a dozen international organisations; agreement that Hong Kong should have its own Air Services Agreements (4 already signed);
agreement on pension arrangements after 1997 for Hong Kong Civil
Service; agreement on all travel documents for Hong Kong residents
after 1997.
