"The new agreement on the future of Hong Kong has been greeted with a variety of emotions as ranging from gloom to elation. Supporters of the agreement hail it as a master stroke of diplomacy, whilst its critics fear it will mean only a slow death for the 142-year old territory. Most, however, have agreed that it would have been difficult, if not impossible, to get a substantially better settlement out of China, especially since the expiry of the New Territories lease in 1997 would have made the rest of the place economically unviable".
