I minuted to you yesterday about articles in the Sunday Telegraph and The Independent. The Secretary of State has now seen today's Wall Street Journal editorial and the very similar leader in the Financial Times. He thinks that we should probably reply to the Wall Street Journal, perhaps by means of an article by the Secretary of State himself. Mr Burns may wish to consult BIS New York on this.
This spate of articles reinforces in the Secretary of State's mind the importance of giving very careful thought to what we say to the FAC. The Secretary of State thinks that as well as giving evidence to the FAC, he should also have a private session with Mr David Howell.
The Secretary of State would like the material provided for the FAC to cover the background to the nationality legislation which has come in for so much criticism. This should of course go back beyond the BNA 1981. The Secretary of State will need to see all the material prepared for the FAC.
